Yes. Vitae tokens may be withdrawn and deposited so long as the wallet is not disabled for maintenance. You can check the wallet status in the MBO under 'System status'.
If funds are sent while the Vitae wallet is down, they are safe on the blockchain and will be updated when the wallet returns from maintenance and is fully synced.
